PL Celem niniejszego artykułu była ocena ewolucji treści strategii bezpieczeństwa narodowego i sposobów jej tworzenia na przykładzie polskich dokumentów z lat 2003, 2007, 2014 i 2020, w zestawieniu ze strategiami państw ościennych. Badania koncentrowały się na odpowiedzi na pytanie: na czym polega różnorodność podejść do tworzenia narodowych strategii bezpieczeństwa w Polsce i krajach sąsiadujących, jakie są jej źródła oraz w jaki sposób można ją wykorzystać w procesie planowania strategicznego? Podczas badań, w których poszukiwano uniwersalnego wzorca lub schematu przydatnego do tworzenia strategii, dokonano identyfikacji struktury poszczególnych strategii, ocenę ich formalnych funkcji oraz wskazano kluczowych aktorów, procesy i wartości. Stwierdzono, że najczęściej stosowanym schematem jest model „diagnoza – cele – środki – wdrożenie – monitoring”. Jest on na tyle uniwersalny, że sprawdza się niezależnie od kontekstu, a ewentualne różnice pojawiają się dopiero na poziomie szczegółów każdego etapów. Ze względu na analityczny charakter badań wykorzystano takie metody badawcze jak: analiza dokumentów, desk research, analiza morfologiczna, analiza treści oraz wybrane elementy analizy SWOT.

EN This article aimed to assess the evolution of national security strategy content and the methods of its development, based on Polish documents from 2003, 2007, 2014, and 2020, compared to strategies from neighbouring countries. The research focused on answering the question: what is the diversity of approaches to developing national security strategies in Poland and neighbouring countries? What are its sources? How can it be used in the strategic planning process? The research sought a universal template or framework for strategy development, identified the structure of individual strategies, assessed their formal functions, and identified key actors, processes, and values. It was found that the most commonly adopted framework is the „diagnosis – goals – means – implementation – monitoring” model. This framework is so versatile that it works regardless of context, with any differences arising only at the level of detail within each stage. Due to the analytical nature of the research, various methods were employed, including document analysis, desk research, morphological analysis, content analysis, and selected elements of a SWOT analysis.
