Examples from Poland, Estonia, and Finland illustrate the need for adaptable national legislation to address threats below the threshold of armed conflict. The findings underscore that while militarizing the Grey Zone is risky, a multi-faceted approach involving legal, economic, and social strategies is crucial for effective state defense. Overall, the study provides a nuanced understanding of the interplay between state functions and Grey Zone tactics, offering practical insights for enhancing state resilience and security.
