Abstract

EN Critical infrastructure, especially energy infrastructure, which allows a state to meet the needs of its population, industry, communications, and military will be one of the sources of Ukraine's success, or defeat, in its war against the Russian Federation. Its operation under wartime conditions depends on a number of variables: attacks by enemy troops, occupation of territories in which it is located, its ability to supply energy when damaged, or to satisfy demand when its generation capacity is limited in time. Energy infrastructure is as much a target for Russian missiles, rockets, and drones as are schools, housing estates, and other civilian facilities. Indeed, it is a resource that determines Ukraine's ability to fight.
