EN The Articles in this Volume constitute a fascinating and important set of discussions that culminate from the second edition of the Postgraduate Diploma Studies Certificate in Global Affairs and Diplomacy, delivered jointly by the War Studies University in Warsaw, and the University of Buckingham in the United Kingdom. The aim of this programme has been to equip a cadre of diplomats and attachés with the skills required to deal with the extraordinarily complex set of challenges facing the delivery of security policy at the highest level in the 21st century. It seems clear that the individuals who will need to be able to operate in this challenging environment to best effect are those with highly developed skills in critical thinking. They will need to understand how security threat has moved very resolutely beyond military confrontation into the realms of the economy, society, politics and culture. Indeed, as the students experienced themselves in the course of their studies, new complexities in a globalizing world such as the onset of a global pandemic must be factored very firmly into the thinking. The rapidly evolving information environment, in which disinformation is increasingly rearing its head, will make successful assessments of the situation ever more challenging. The effects of all of these developments will be rapid, unpredictable and geographically variable. And, above all, a world in which diplomats can cooperate across state boundaries and within the framework of established international organisations in a constructive and rules-based way, will almost certainly be the best recipe for success. In this Volume, the range of contributions offered very commendably reflect of the many issues that the contemporary diplomat and policy-maker must understand to a considerable degree of depth, if the lives of global citizens are to be bettered. It seems clear from these contributions that some of the critical thinkers we need to help us to tackle and resolve the world’s challenges, are emerging here, and are very clearly on display. From this, we can all take great encouragement for a better and more stable future across the globe.
PL Monografia jest zbiorem artykułów, które dotyczą współczesnych zagrożeń i wyzwań bezpieczeństwa państwa i świata. Omawiane są m. in. Takie zagadnienia jak: terroryzm, zagrożenia hybrydowe, konflikty zbrojne, proliferacja broni masowego rażenia, aspekt współczesnych mediów, rola dyplomacji w rozwiązywaniu problemów bezpieczeństwa narodowego i międzynarodowego. Niniejszy tom podsumowuje II edycję studiów podyplomowych The Postgraduate Diploma Studies of Global Affairs and Diplomacy prowadzonych przez Akademię Sztuki Wojennej i Buckingham University of Great Britain.
