Abstract

EN The paper discusses the main issues concerning the problem of combating terrorism. The analysis was prepared due to the fact that over the years, a threat has emerged which is extremely difficult to detect and neutralise. This threat is terrorism. The perpetrators do not act in a conventional way, often abandoning their previous methods for innovative and unexpected solutions. Thus, there appears a threat that is extremely grave, since it is invisible and unpredictable in its both influence and further development. The last two decades prove that terrorism is not a local phenomenon. On the contrary, it is global and it has consequences affecting national security. In this context, it is necessary to emphasise that this phenomenon is so widespread that it affects individual people, local communities, countries, regions and almost all continents. This is why combating terrorism, oriented towards the present and the future, is an undertaking that is complex, difficult and multidimensional.
