PL Pozamilitarne przygotowania obronne w Polsce prowadzone są w oparciu o obowiązujący system aktów prawnych i normatywnych, który wpisuje się w konstytucyjny porządek prawny Rzeczypospolitej Polskiej. Sentencją przeprowadzenia przez autorów oceny pozamilitarnych przygotowań obronnych w Polsce, było powszechnie znane powiedzenie, że dziś nie wystarczy „wiedzieć, że” ani „wiedzieć jak”, ale trzeba „wiedzieć dlaczego”. Przyjęte zatem musiały być przez autorów pewne ograniczenia nawiązujące do tytułu opracowania, co w konsekwencji doprowadziło do wyboru określonych priorytetów mających na celu określenie mocnych i słabych stron oraz szans i zagrożeń pozamilitarnych przygotowań obronnych w Polsce. Przeprowadzone analizy w przedmiotowym zakresie umożliwiły na określenie kierunków doskonalenia tych przygotowań ora sformułowanie rekomendacji.

EN The defence preparations carried out in Poland are an extremely complex undertaking covering – to the appropriate extent – almost all areas and entities in the country. The specificity of these preparations results from the fact that their substantive scope, carried out in peacetime, takes on full significance only in the event of a real political and military crisis. In the applicable legal status, defence tasks are identified with tasks carried out as part of the universal obligation to defend the Homeland or with tasks carried out as part of the defence preparations of the state. The substantive scope of these tasks carried out by all entities of the state defence system and the needs resulting from them is extremely broad. In order to properly understand the defence preparations of the state and the resulting defence tasks and needs, it is important to define both the very concept and division of defence tasks, as well as to define the essence and typology of defence needs. It should be emphasised that the defence tasks determined in the defence planning process in Poland and the resulting defence needs constitute the basis for the defence preparations of the state, carried out by both military and non-military entities of the state defence system. This study is an attempt to systematize the issue of the state’s defence preparations, in terms of determining the types of defence tasks and their characteristics, as well as the nature and typology of the resulting defence needs.
