EN Strategic foresight is a systematic and participatory process of identifying, analysing and interpreting long-term trends, challenges and potential technological, social and economic breakthroughs that may shape the future. It provides a tool to support the development of public policies, projects and strategic plans by integrating expert knowledge, development scenarios and uncertainty analyses. It enables anticipatory decision-making, increasing institutions' resilience to environmental volatility and supporting proactive change management. Accordingly, strategic foresight is a systematic research process based on three complementary units: forecasting possible development trajectories, designing scenarios and actions under specific future conditions, and involving stakeholders in decision-making processes and the implications of change.
