Abstract
PL Zmiana zakresu odpowiedzialności Sił Zbrojnych Rzeczypospolitej Polskiej przez ustanowienie nowej formy działania - operacji wojskowej na terytorium Polski w czasie pokoju, jest zasadniczą zmianą ustawowego zakresu i form działania Sił Zbrojnych Rzeczypospolitej Polskiej, co w szczególności ma wpływ na organizację i odpowiedzialność Ministra Obrony Narodowej i Sił Zbrojnych RP. Zmiana jest konsekwencją potrzeby adaptacji państwa oraz kryzysu wynikającego z działań Białorusi (na granicy Polski) i Rosji testowanie systemu bezpieczeństwa Polski; następstwa wojny w Ukrainie). Konieczność wsparcia Straży Granicznej przez Siły Zbrojne RP w ochronie granicy lądowej wymusiła zmiany dotyczące działania Sił Zbrojnych RP w czasie pokoju. Wyzwaniem pozostaje kwestia uzyskania przez nie zdolności do samodzielnego wykonywania (z zachowaniem zasad państwa prawa) zadań przypisanych dotychczas ustawowo służbom bezpieczeństwa wewnętrznego i ochrony granic państwa.
EN The change in the scope of responsibility of the Polish Armed Forces by establishing a new form of action: military operation on the territory of Poland in times of peace is a fundamental change in the statutory scope and forms of action of the Polish Armed Forces , which in particular affects the organisation and responsibility of the Ministry of National Defence and the Polish Armed Forces. The change is a consequence of the need for the state to adapt and the crisis resulting from the actions of Belarus (on the Polish border) and Russia (testing the Polish security system; consequences of the war in Ukraine). The need for the Polish Armed Forcess to support the Border Guard in protecting the land border forced changes in the operation of the Polish Armed Forces in time of peace. The challenge, of course, remains the issue of the Polish Armed Forces gaining the ability to independently carry out (while maintaining the principles of the rule of law) the tasks previously assigned by law to the internal security services and the protection of the state's borders.
