Abstract

EN Serbia and Kosovo1 both have challenging paths to sustainable growth and social stability. Firstly, the breakup of Yugoslavia led to armed conflicts result- ing in a profound political and economic crisis, massive unemployment, pov- erty, and the disintegration of the social security system. Secondly, the onset of the democratization process in 2000, with the accompanying transition from socialism to capitalism, enforced the implementation of radical reforms that have put the social and economic sectors under severe strain. Finally, the integration process of Serbia and Kosovo with the EU has generated numer- ous challenges in implementing the EU’s recommendations, especially those regarding social policy development. This third of the three-volume publication on social security in the Balkans is dedicated to presenting a multifaceted analysis of a vast spectrum of issues related to the social security systems of Serbia and Kosovo, particularly the social protection, pension system, and social care service sectors. The book also provides a comprehensive overview of the drivers and nature of unem- ployment, and poverty. Finally, policy recommendations to increase the effi- ciency and effectiveness of the social security system have been explored. This introductory chapter briefly outlines the EU integration process of Serbia and Kosovo highlighting significant impediments, along with the main features of their social security systems emphasizing recent developments, challenges, and risks for social policy implementation.
