EN Small states need international organizations to manage the challenges of political violence, economic instability, refugee flows, environmental crisis, and reliance on global commons like the oceans and space. Whether pursuing strategies of bandwagoning, self-sufficiency, hedging, or power-balancing, they must plan for active engagement in international organizations. Beyond formal international organizations like the UN, NATO, EU, and World Bank, supranational organizations and transnational private governance are sources of influence. States make choices about engaging, joining, caucusing, agenda-setting, and instrumental contributions to international organizations. Institutions of diplomacy, cyber peacekeeping, international cooperation, and humanitarian operations can manage some of the challenges of Grey Zone conflict. Instigating, manipulating, and sharpening refugee flows are Grey Zone tactics that are not yet well-managed by international organizations.
