Abstract

EN This chapter examines the role of social organizations in reinforcing state resilience against Grey Zone threats, which are attacks that fall below the threshold of traditional warfare. It argues that primary and secondary social organizations are essential for supporting government functions and enhancing national cohesion. The text highlights the importance of flexibility in governance and social structures, noting that modern states must adapt to internal and external pressures. Focusing on social cohesion, this chapter emphasizes the need for policies that strengthen social networks and build trust within society, which are crucial for maintaining stability in the face of asymmetric and hybrid threats. It also discusses how globalization, communications technology, and social media can fragment societies, making it difficult for states to mobilize populations to defend national security. The findings indicate that a strong state successfully integrates social organizations into its national narrative, bolstering its identity and resilience against subversive forces.
