Abstract

EN This chapter explores the impact of Grey Zone threats on social cohesion within small states in the context of the shifting global security environment. It considers how the rise of authoritarian nationalism and the backlash against globalization erode social cohesion, which is essential for national and human security. This chapter categorizes political, economic, social, technological, legal, and environmental interference that can weaken social cohesion without crossing the threshold of war. The erosion of social cohesion is a significant objective in modern conflicts, where the goal is often destabilization rather than outright victory. Threats to social cohesion often stem from the interplay of domestic actors and international factors, necessitating a comprehensive understanding of these dynamics to counteract them effectively. This chapter concludes by identifying factors that increase vulnerability to fragmentation and discusses strategies for enhancing resilience against such threats. Social cohesion allows a collective response to threats. Disinformation, economic stress, and organized crime can erode cohesion. Technology increases the risk of foreign interference, and technical infrastructure must be safeguarded. Legal systems are vulnerable and necessary defenses for liberal democracies. Environmental stresses are likely to exacerbate factors putting cohesion at risk.
