EN Legal and Organizational Conditions for Cooperation Between Police and Polish Armed Forces in Counter-Terrorism Activities in Public Buildings

EN In the article author presented issues of cooperation between Polish Armed Forces and Police in counter-terrorism activities in public buildings. In the modern world, there is a tendency to support the civil authorities as well as other uniformed services responsible for the internal security of the state by the Armed Forces. In Polish legal system regulations concerning this matter are in many legal acts. Joint actions of officers of the Armed Forces and the Police (including public utilities) are possible on the basis of legal regulations included in the three acts: The Act of antiterrorist actions, the Act of Police and The Act of state of emergency. Each of the three discussed laws introduces other premises allowing the use of the Polish Armed Forces to support the Police in antiterrorist activities. There are also different ways of making decisions. On the one hand the Act of antiterrorist actions has implemented clear rules with regard to cooperation between Polish Armed Forces and Police. On On the other hand, these procedures may be too formalistic. There are also no clear solutions in the opposite situation - when to use the Police to help the Armed Forces (for instance when terrorist occupation of a buildings belonging to the Ministry of National Defense).
