EN This chapter explores national security policies and strategies within the complex landscape of Grey Zone threats, particularly for small states. It emphasizes balancing objectives, operational concepts, and resources to manage non-traditional security challenges. The importance of policy preceding strategy is highlighted, especially for small states aiming to ensure survival amidst various non-military threats. This chapter outlines coordinated efforts involving government, private sector, and civil society organizations, emphasizing the need for intergovernmental and cross-sectoral collaboration given the lack of military solutions for many Grey Zone threats. Strategic alignment options for small states, including bandwagoning, hedging, balancing, and isolation, are discussed. This chapter underscores the need for comprehensive risk assessments covering political, economic, social, technological, legal, and environmental factors and presents an approach to formulating effective national security strategies by integrating theoretical frameworks such as DIMEFIL and PESTLE. Successful collaboration models are highlighted through case studies like Finland’s regional security clusters and Ireland’s sustainable development strategies. The findings reveal that effective security strategies must integrate efforts from government, private sector, and civil society organizations, necessitating a whole-of-society approach.
