EN The topic of the last chapter is cyberterrorism – “terrorist cybercrime”, to be more precise. It is defined as computer crime against computer data and information systems (particularly attacks compromising the integrity of computer data or disrupting the operations of information systems) where a perpetrator is directed by a terrorist objective, i.e., seriously intimidating a population, unduly compelling a government to perform or abstain from performing any act, and seriously destabilising or destroying a state’s political or economic system. A threat to commit such acts is also classified as a terrorist (cyberterrorist) offence. Given the aforementioned, such actions mostly include offences against information systems that ensure the functioning of critical infrastructure facilities, e.g., power plants, hospitals or airports. The proper analysis is preceded by a brief attempt to define terrorism. It is followed by a discussion of relevant provisions of Directive 2017/541 on combating terrorism (i.e., provisions necessary to analyse the issue of terrorist cybercrime). The chapter also refers to the issue of combating terrorist content which is regulated by the provisions included in Directive 2017/541 and the TERREG Regulation.
